Gary Smith is the President/CEO and Co-Founder of ASTI.  He was born and raised in Fort Bragg California.  He graduated from Cogswell Engineering School with a bachelor’s degree in Fire Administration in 1984.  During his fire service and industrial refrigeration training years he received many accommodations ranging from emergency manage

Gary Smith is the President/CEO and Co-Founder of ASTI.  He was born and raised in Fort Bragg California.  He graduated from Cogswell Engineering School with a bachelor’s degree in Fire Administration in 1984.  During his fire service and industrial refrigeration training years he received many accommodations ranging from emergency management and command skills to his work with the community helping those in need.  He was the President of the local Chamber of Commerce as well as a 25-year Board Member with the local Salvation Army.  His areas of expertise are in Fire Administration, fire command, Hazmat Technician, Master Instructor certified with the State of California, and professor for the Fire Administration, Hazmat Management, and Personnel Management for Cogswell Poly-Technical College in Sunnyvale, Ca.  Gary enjoys physical fitness, fishing, vacationing with his family and working with the ammonia fuels associations throughout the world to promote the ammonia/hydrogen production that will significantly reduce the global warming challenges of the future.

 Matthew Yanez is the General Manager of Coastal Cooling LLC/Western Precooling Systems.  He has been in the industry for 32 years.  His area of expertise is in the operation of large-scale refrigeration warehouses.  Matt enjoys working on projects on his ranch in Paso Robles in his free time.

Manuel H Ehrlich, BS, MA, Edm works with Responder LLC and has been in the industry for 20 years.  He currently resides in Silver Lake, OH and he attended Drexel University, Temple University, St, Joseph's University, New York University and Columbia University. He has 60+ years in the chemical industry, 5 Years as Presidential appointee 

Manuel H Ehrlich, BS, MA, Edm works with Responder LLC and has been in the industry for 20 years.  He currently resides in Silver Lake, OH and he attended Drexel University, Temple University, St, Joseph's University, New York University and Columbia University. He has 60+ years in the chemical industry, 5 Years as Presidential appointee to United States Chemical Safety Board, 3 years board member ASTI.  He believes in sharing as much information as possible to make the chemical community and public at large a safer place to live and work in.  He is technically skilled in chemistry, chemical engineering, process safety and safety management, lecturing on normalization of deviance application to the chemical industry and everyday life and solving technically complex problems.  Manuel enjoys photography, jewelry making, cooking, ballroom dancing, and lecturing on learned experiences in his free time.

Lee Pyle is the Business Unit Director at SCS Engineers.  She attended the University of Delaware and has been in the industry for 30 years.  She was the president of RETA in 2015 and has excelled in PSM/RMP for ammonia refrigeration.  Lee enjoys horseback riding in her free time.

 Brandon Gillott is the Director of Compliance and Director of Aftermarket Business Development for Applied Process Cooling Corporation in Modesto, California. He has over 21 years of experience in the industrial refrigeration industry, with a professional background that spans system operations, maintenance, service, and regulatory compliance for ammonia refrigeration systems subject to OSHA Process Safety Management (29 CFR 1910.119) and EPA Risk Management Program (40 CFR Part 68) requirements.

Brandon began his career as an in-house ammonia refrigeration system operator and later transitioned into a nationwide service technician role supporting Ammonia, Freon, and CO₂refrigeration systems. His hands-on operational experience informs his current work in compliance engineering, mechanical integrity program development, and regulatory alignment for covered processes under EPA RMP, CalARP, and OSHA PSM frameworks.

He is a RETA Certified Industrial Refrigeration Operator (CIRO), RETA Authorized Instructor, and holds an ASTI Instructor Certification, with advanced training through the University of Wisconsin–Madison Industrial Refrigeration Consortium in the Principles and Practices of Mechanical Integrity for Industrial Refrigeration Systems. As a credentialed educator, Brandon develops and delivers regulator-focused training for industrial facilities, local RETA chapters, and regulatory agencies throughout California, Oregon, Washington, Idaho, Utah, Arizona, Nevada, and Canada.

Brandon serves on the RETA Educational Committee and IIAR Committees on Education and Process Safety Management, collaborating with industry and regulatory stakeholders to support consistent interpretation and application of PSM and RMP requirements. In 2024, he was nominated and accepted to the Board of Directors for the Ammonia Safety and Training Institute (ASTI), where he supports hazardous materials and emergency responder training programs relevant to ammonia release prevention and response planning.

With more than two decades of experience in process safety, regulatory compliance, and ammonia refrigeration management, she brings a deep commitment to safety leadership and continuous improvement within high‑hazard industries.

Eileen began her career in 2002 with the Monterey County CUPA, working within the California Accidental Release Prevention (CalARP) program. During her tenure, she also served as a responder with the Operational Area Hazardous Materials Team. She also developed and implemented best practices for ammonia wastewater management. This early regulatory and emergency response work shaped her belief that active outreach and education are essential—not only for achieving baseline compliance but also for fostering long-term operational excellence. She carried this philosophy forward as she transitioned into industry, where she has shared her expertise as a speaker at numerous local and statewide conferences, helping educate and advance the refrigeration community.

In her current role at Gallo, Eileen continues to champion strong regulatory alignment while cultivating a culture where process safety best practices evolve and strengthen over time. Outside of work, she enjoys spending time with her husband and children as they explore their new home in Modesto and the surrounding Central Valley of California.

 Jeff Taylor is the Director of Facilities & Security at Tanimura & Antle Fresh Foods, Inc.  He is from Salinas, CA and has been in the industry for 22 years.  During his career he has been in facilities management and was a certified water operator.  He believes in work ethic and commitment to family.  Jeff enjoys astronomy and amateur radio in his free time.

(now Linde), where he spent his last 10 years in the Corporate Process Safety Dept.  Over the years Mr. Timm has

  Mr. Timm is a professional engineer, certified safety professional, and licensed machinery safety specialist.  He has over 40 years of experience in industrial refrigeration and industrial gases.  He retired from Praxair Inc. (now Linde), where he spent his last 10 years in the Corporate Process Safety Dept.  Over the years Mr. Timm has been active in codes and standards development, has taught ammonia refrigeration with the staff of the UW-Madison IRC, and has designed refrigeration systems with capacity up to 5,000 refrigeration tons.  He has served on the board of directors at IIAR for six years, has chaired the IIAR Safety Committee, and served on the IIAR Standards Committee.  He is a recipient of the ASHRAE Distinguished Service Award and the 2018 IIAR Award for Presentation Excellence.

He has developed and implemented best practices and recommendations for the ammonia refrigeration industry.  Through his experience he believes that effective outreach and education, along with a targeted enforcement program, will achieve greater compliance and reduce injuries, illnesses, and fatalities throughout the workforce community.  Clyde enjoys working with non-profits and contributing to workers’ health and safety, being outdoors, camping, fishing, hiking, visiting wineries, wine tasting and collecting.

 Frank Wewers is owner and president of Fli-tek Consulting, LLC, a company that provides strategic and tactical advice for manufacturing and distribution logistics, component sourcing and consulting in the gas sensing/analyzer industries.  In 1984 he founded Manning Systems, Inc. in Lenexa, Kansas, which was a leading innovator of ammonia sensing equipment for many years, specializing in hazardous environment applications.  He grew up in Kansas City, Kansas, and has a BSEE from the University of Kansas, plus an MBA from the University of Missouri/Kansas City.  Frank was an instrument rated pilot with over 5,000 hours flying experience and has a strong interest in environmental and alternate energy issues, plus innovative applications for ammonia.

 John Richard Mott is the former CEO of Gordon Brothers (retired in 2017).  He is from Bendigo Australia and he attended La Trobe University.  He served 45 years in the ammonia refrigeration industry after graduating as a mechanical engineer in 1973.  During his career, he had many impressive achievements including Fellow of the Institution of Engineers Australia (FIEAust), Fellow of the Australian Institute of Refrigeration, Air conditioning and Heating (FAIRAH), Air conditioning, Refrigeration, Building Services ARBS Hall of Fame 2020.  He took great pleasure in mentoring and training many engineers and technicians in ammonia refrigeration.  John enjoys cycling, boating, gardening, golf, and helping with renovations in his free time.
