Our History
ASTI was founded in 1987 by Fire Chief Gary Smith of Watsonville, California, and Doug Hill, CEO of Hill Brothers Chemical Company, in response to gaps they observed in ammonia emergency response and safety training. Recognizing the need for improved preparedness and industry-specific education, they created ASTI to provide specialized ammonia safety training and emergency response guidance. In 1991, ASTI was incorporated as a nonprofit 501(c)(3) organization with a mission to make ammonia the safest managed hazardous chemical in the world.
Our Mission
ASTI exists to strengthen the Tripod relationship between Industry, Government, and Public Safety. We break down silo-management by providing opportunities for interaction and network connections through our Learning Management Systems, Safety Day Performances, and Tabletop Exercises.
Our mission is to eliminate ammonia related accidents and injuries by promoting prevention, mitigation, preparedness (PMP) and the One Plan for emergency response. Our vision is that not a single person be harmed by ammonia products.
Our Goals
ASTI is dedicated to making ammonia (NH3) the safest managed hazardous material in the world. We specialize in bringing leaders from industry, government, and public safety (the Tripod) together to improve prevention, preparedness, and emergency response. Our goal is to operationalize the EPA's Integrated Contingency Plan ("One Plan") so that the Tripod Command Team can use a concept of operations (CONOPS) to prevent hazardous events or stop emergency events when they are small.

ASTI works to "tear down" the barriers that impede meaningful communication between the agencies, responders, and industry and build up the relationship between those groups. ASTI seeks to understand ammonia and then to be understood as to how to manage it.
